Introduction:
Each manned offshore mining installation is equipped with one or more rescue vessels that allow persons on board to leave the installation in case of emergency.
Lifeboats can be of the conventional type, such as a lifeboat or capsule that is lowered using traps, or a free-fall type lifeboat. Persons designated as coxswain for the lifeboats must receive training.
Course type:
Emergency training (specialized).
Target audience:
Persons designated as helmsman (coxswain) of lifeboats (conventional lifeboat/capsule or freefall lifeboat).
Objective:
Participants train in the preparation, launch and operation of a rescue vessel used on an offshore mining installation.
Learning Objectives:
- Maintain the rescue vessel in operational condition.
- Contribute to/execute exercises.
- Responding to alarms.
- Preparing the rescue vessel for launch.
- Embarkation of passengers.
- Launching the rescue vessel.
- Navigate the rescue vessel and navigate to a safe area.
- Communicate by radio and/or other means.
- Ensuring passenger safety.
- Disembarking passengers in a safe place.
Practice:
Efficient execution of all techniques mentioned in the learning objectives, including at least one freefall for the Coxswain of the F (freefall boat) during basic training, consisting of:
- Performance of all actions required for launching, where the use of the “simul-drop” is permitted.
- One release, launch of passengers allowed.
Prerequisites for practical exercises:
Maximum of 6 participants per lifeboat.
Duration of the course:
Basic Course:
- Three (3) days, when taken in conjunction with the course 2.3 (Coxswain Fast Rescue Craft), it takes four (4) days.
Refresher course:
- The duration of the refresher course is as follows:
- One (1) day when the program includes only the conventional lifeboat/capsule or only the freefall lifeboat.
- One and one-half (1½) days when the course includes both conventional lifeboat/capsule and freefall lifeboat.
Note 1:
For participants who have taken the basic course and/or refresher course in only one type of lifeboat, e.g., 2.7(C) conventional, and then encounter another type of lifeboat, e.g., (F) free-fall system, it is permissible to enroll in the 2.7b (F) refresher course which will last 1 day, or 1½ days if both types are covered. This avoids the need to retake the common part of both Basic Course 2.7aC and 2.7aF.
Note 2:
A certificate of proficiency in rescue craft, other than fast rescue craft, based on STCW-78, as amended, may be accepted provided that the date of issuance of the certificate is less than 2 years prior to enrollment in the course.
Prerequisite for participation:
Offshore Medical Certificate.
Validity:
Two (2) years.
