NOGEPA 1.3B Refresher Helicopter Deck Assistant (HDA).

Introduction:

Under the supervision of the Helicopter Landing Officer (HLO), Helicopter Deck Assistants (HDAs) perform routine helicopter deck operations, such as assisting in the boarding and disembarkation of passengers, transferring cargo and baggage to and from the helicopter when it has landed on the helicopter deck of an offshore mining installation.

The HDA will assist the HLO in emergency situations on the helicopter deck. Therefore, a valid certificate from the “Basic or Refresher Course Member Firefighting and Rescue Team” (course 2.6a/b) is a requirement for the HDA.

In case of offshore mining installations where no helicopter refueling takes place, a valid “Basic or Refresher Helicopter Fire Fighting Course” (course 2.9a/b) is sufficient.

Target audience:

Persons designated to act as Helicopter Deck Assistants on an offshore mining installation.

Objective:

Participants train in theory and practice in conducting activities related to helicopter operations on an offshore mining installation, both under normal conditions and in emergency situations.

Learning Objectives:

  • Hazard of helicopter operations, hazardous areas, entry and exit routes (helicopter deck and helicopter), personal protective equipment to be used, cleaning, maintenance and completion of available equipment.
  • Preparation of the helicopter deck and associated (firefighting) equipment for helicopter landing and takeoff.
  • Implementation of normal and emergency procedures related to helicopter landing and takeoff.
  • Boarding or alighting of persons and loading or unloading of cargo (including hazardous materials).
  • Loading the helicopter and collecting data to determine its weight.
  • Procedures and operations for starting helicopter engines and any other support.

Learning objectives fuel loading:

  • Fuel Plant Operations.
  • Fueling a helicopter.
  • Perform fuel quality checks.

Exercise:

The efficient execution of all the techniques mentioned in the learning objectives.

Prerequisites for practical exercises:

Maximum of 6 participants per instructor.

Duration:

Basic course = 1 ½ days

Refresher course = 1 day

Validity:

Two (2) years

Requirement for participation:

The participant must possess a valid registration in the Personal Safety Logbook of:

  • Basic course or Refresher course “Member Firefighting and Rescue Team” (2.6a/b) if tank activities take place on the installation.
  • If no refueling activities take place on the installation: Basic Course or Refresher Course on “Helicopter Fire Fighting” (2.9a/b).
  • Offshore medical certificate.
