As a follow-up to Sept. 11, 2001, regulations regarding Security for maritime shipping and ports have been developed in the IMO. These regulations, largely embodied in the so-called “International Ship & Port facility Security (ISPS) Code” came into force on July 1, 2004, and apply to all passenger ships and to cargo ships larger than 500 GT (for both, on international voyages) and to port facilities hosting these types of ships. The regulations are a part of the Safety Convention (SOLAS) and cover equipment, training and a quality/care system for Security. These requirements must be met otherwise ships (without a certificate) cannot participate in international traffic.
The EU has adopted Regulation (EC) No. 725/2004. It goes beyond IMO regulations. This regulation took effect July 1, 2004.

To clarify some of the issues left for interpretation by member states in international regulations, the Inspectorate has compiled this overview, which will be updated regularly and is available through the Inspectorate’s website. We recommend that you regularly check for a new version:
Over time, the survey has grown longer and longer, and several new versions have appeared. The information is divided into a number of chapters:
- Procedures and other information;
- Ministerial regulations; matters set forth in various regulations;
- Policies and other interpretations; matters set forth in the Shipping Policy Rule;
- Other interpretations.
It was decided to keep the old numbering of the issues because several users refer to it in internal publications. Since some issues are also expired, we encourage you to look carefully at the different chapters and different topics. If you have further questions, please contact the inspection or possibly submit the question to your Recognized Security Organization (RSO) or the KVNR.
