Introduction
On offshore installations, a well-trained fire and rescue team is essential for rapid and effective emergency response. The team leader plays a crucial role in coordinating operations, making strategic decisions, and maintaining safety. The NOGEPA 2.8A course prepares participants for these responsibilities through theoretical instruction and realistic practical exercises focused on leadership and emergency management.

Objective
The objective of this course is to train participants to become competent leaders of offshore fire and rescue teams. Upon completion, they will be able to lead fire and rescue operations, delegate tasks, make informed decisions under pressure, ensure compliance with safety procedures, and evaluate incidents to improve performance.

Target group
Personnel designated as Fire-Fighting and Rescue Team Leaders on offshore oil and gas installations.

Entry requirements
For the basic course (2.8A):

  • Valid NOGEPA 2.6A certificate (Fire-Fighting and Rescue Team Member Offshore)
  • At least one year of experience in an offshore fire and rescue team
  • Participants with a valid 2.6a/b certificate who are medically unfit for breathing apparatus use may be accepted for this training

Course content
The training consists of both theoretical and practical modules, covering:

  • Roles and responsibilities of the team leader
  • Delegation of tasks and evaluation of team performance
  • Firefighting and rescue operations in enclosed spaces and installations
  • Helicopter fire and rescue operations
  • Container and valve fire scenarios
  • Incidents involving heavy loads and hazardous materials
  • Planning and conducting exercises
  • Knowledge of fire-resistant structures, extinguishing systems, and detection systems
  • Effective communication during emergency situations

Practical training
Participants practice all relevant firefighting and rescue techniques in realistic scenarios, focusing on leadership, coordination, and decision-making.

Practice conditions
Each fire and rescue team must consist of at least five members, including the leader.
A maximum of six participants per instructor applies, with two instructors per team.

Certification
Upon successful completion, participants receive the officially recognized NOGEPA 2.8A Fire-Fighting and Rescue Team Leader Offshore certificate.

Validity
The certificate is valid for two years.

Day 1 - Theory and Team Coordination

The first day focuses on the fundamentals of emergency assessment, teamwork, and leadership in crisis situations. Participants learn to analyze incidents, allocate resources efficiently, and communicate effectively within the response structure. Topics include Command & Control, fire prevention, safety procedures, and maintenance of firefighting systems. The day concludes with initial practical exercises emphasizing communication and team leadership.

Day 2 - Practical Firefighting and Rescue Operations

Day two is dedicated entirely to practical training. Participants lead firefighting teams through complex, multi-level fire scenarios, apply various extinguishing agents, and practice safe compartment entry. Additional exercises cover search and rescue operations using breathing apparatus and coordination of multiple teams. The day concludes with integrated drills combining all aspects of teamwork, communication, and command under realistic offshore conditions.

Small Fire Extinguisher Training Area

Participants learn how to safely and effectively extinguish fires using handheld and portable fire extinguishers. Training takes place in realistic outdoor fire scenarios, allowing trainees to experience firsthand how different extinguishers work and what their limitations are.

What makes this facility unique is the hands-on approach to a variety of fire situations — from small liquid and gas fires to solid materials. Participants not only practice firefighting techniques but also learn to assess safety, distance, and the appropriate extinguishing strategy.

The Small Fire Extinguisher Training Area is used by maritime personnel, offshore teams, industrial emergency responders, and emergency response officers (BHV) who need to know how to control small fires quickly and effectively.

Bring valid identification, your medical certificate, swimwear, and a towel for pool sessions. PPE and rescue equipment are provided by DRTC.

Courses are available in Dutch or English. Additional support is available upon request.
