Introduction
This specialized training prepares offshore personnel to safely operate and command Fast Rescue Crafts (FRCs) under emergency conditions. The course combines theoretical instruction with intensive hands-on training, including realistic sea-based rescue exercises, navigation practice, and leadership during search and recovery operations.

Objective
The aim of the NOGEPA 2.3A Coxswain FRC course is to train participants in readiness checks, safe launching, maneuvering, recovery operations, and the leadership required for conducting search and rescue operations using FRCs.

Learning Objectives
Participants will learn to:

  • Inspect and ensure the readiness and maintenance condition of the FRC

  • Apply seamanship principles such as determining course, compass steering, and use of onboard equipment

  • Recover and transport casualties from the water

  • Lead and coordinate all actions during man-overboard and rescue operations

  • Conduct launch, recovery, and navigation procedures under varying sea conditions

  • Execute search patterns using navigation tools (compass, PLB, direction finder, GPS)

  • Participate in a capsize drill (mandatory for initial training)

Practical Exercises
Practical sessions focus on realistic rescue operations where participants practice launching, handling, navigating, and coordinating rescue activities using FRCs under supervision.

Practical Exercise Conditions

  • Maximum of 3 participants per instructor

  • Minimum of 2 instructors present during each session to ensure safety and proper supervision

Entry Requirements

  • Valid Offshore Medical Certificate required

  • Participants must be physically fit to perform sea-based exercises

Course Duration

  • Basic course: 2.5 days

  • Refresher course: 1 day

Validity
The certificate is valid for 2 years. After this period, participants must complete a refresher course to renew their certification.

Remarks

  • The basic course may be combined with NOGEPA course 2.7 (C or F), extending total duration to 4 days.

  • An STCW certificate for “Survival Craft and Rescue Boats other than Fast Rescue Boats (PSCRB)” issued within 2 years prior to enrolment may be accepted for refresher entry.

Day 1 - Preparation & Safety

The first day focuses on theory and preparation. Participants learn about the functions and safety requirements of the Fast Rescue Craft, emergency procedures, communication, and maintenance.
During the practical session, they inspect the craft, check safety equipment, and practice pre-launch preparations.

Day 2 - Launch & Rescue Operations

The second day focuses on launching and maneuvering the FRC under various conditions.
Participants practice starting engines, approaching and rescuing survivors, towing life rafts, and executing search patterns.
Emphasis is placed on coordination, teamwork, and safe operations at sea.

Day 3 - Rescue Scenarios & Assessment

The final day features realistic emergency scenarios requiring participants to apply all acquired skills. Exercises include time-critical rescues, emergency communication, casualty handling, and FRC recovery.
The training concludes with a practical assessment, where participants demonstrate competence in leading fast rescue operations.

During the Fast Rescue Boat (FRB) training, participants learn how to safely locate, approach, and evacuate casualties and colleagues using a high-speed rescue craft. The training combines practical boat handling with rescue techniques under a variety of weather and sea conditions.

Lingepoort

What makes the Lingepoort unique is its versatility and realism. The vessel features several classrooms, a pool with a life raft, a boarding area, a HUET installation, and an inflatable boat. Our lifeboat, Fast Rescue Boat (FRB), and other rescue craft are also stationed here, allowing multiple training sessions to be conducted from one central location. In addition, participants can practice capsize drills, train with the CA-EBS, and learn to identify and enter hazardous or confined spaces.
