NOGEPA 1.1A Helicopter Landing Officer

Introduction:

The Helicopter Landing Officer (HLO) on an offshore mining installation is responsible for operations on the helicopter deck prior to landing, during landing and take-off of a helicopter, including embarking and disembarking passengers, handling cargo and, if applicable, refueling.

The HLO is also responsible for responding to emergencies on the helicopter deck. Therefore, a valid certificate from the "Basic or Refresher Course for Members of the Firefighting and Rescue Team" (course 2.6a/b) is a requirement for the HLO.

In the case of offshore mining installations where no helicopter refueling takes place, a valid “Basic or Refresher Course Fire-Fighting Helicopters” (course 2.9a/b) is sufficient.

Functionally oriented training.

Target audience:

Persons designated to act as Helicopter Landing Officers on an offshore mining installation.

Objective:

Participants will be trained in theoretical knowledge and practical implementation of all activities related to helicopter operations on a mine installation, both under normal conditions and in emergency situations.

Learning objectives:

  • Hazards of helicopter operations, hazardous areas, access and escape routes (helicopter deck and helicopter), (personal) protective equipment to be used, cleaning, maintenance and completion of available equipment.
  • Command and control over the preparation of the helicopter deck and associated (firefighting) equipment for helicopter landing and take-off.
  • Conducting and recording exercises related to various emergency situations.
  • Directing the execution of normal and emergency procedures during helicopter landings and take-offs.
  • Radio procedures during arrival and departure.
  • Processing of post-landing documentation relating to passengers and cargo (including hazardous materials).
  • Direct and act as a controller during the embarkation and disembarkation of persons and the loading and unloading of freight (including hazardous materials).
  • Direct and act as inspector during the loading of the helicopter and the collection of data for determining the weight of the helicopter.
  • Direct and monitor the performance of helicopter engine starting procedures and actions, and any other support provided.

Fuel loading learning objectives:

  • Direct and act as inspector during the loading of fuel into the helicopter, as well as maintaining the relevant register.
  • Performing fuel quality checks.

Excercise:

The efficient execution of all techniques mentioned in the learning objectives.

Conditions for practical exercises:

Maximum 6 participants per instructor.

Duration:

Basic training = 2 days

Refresher course = 1 day

Validity:

Two (2) years

Requirements for participation:

The participant must have a valid registration in the Personal Safety Logbook of:

  • The basic or refresher course “Member of Firefighting and Rescue team” (2.6a/b) in case of tank activities on the installation.
  • If there are no refueling activities on the installation, the basic or refresher course “Fire-Fighting Helicopters” (2.9a/b).
  • An offshore medical certificate.
