About this course

Designated Person Ashore (DPA)

Introduction
During the DPA training, participants gain an in-depth understanding of the responsibilities and duties associated with the role of Designated Person Ashore. The course follows the IMO MSC-MEPC.7/Circ.6 guidelines — “Guidelines for the Qualification, Training and Experience necessary for undertaking the role of the Designated Person under the provisions of the ISM Code.” Participants learn how to act as a vital link between shipboard personnel and shore management to ensure continuous improvement in safety and regulatory compliance.

Objective
Upon completion of the course, the participant will be able to:

  • Effectively fulfill the role of Designated Person Ashore

  • Implement, maintain, and audit the Safety Management System (SMS) in accordance with the ISM Code

  • Ensure compliance with international safety regulations

  • Communicate effectively with ship crews, management, and authorities

  • Assess safety incidents and coordinate corrective and preventive actions

Target group
This course is intended for employees of shipping companies such as superintendents, quality managers, designated persons, nautical officers, marine engineers, and anyone involved in the management or supervision of maritime safety systems.

Certification
Upon successful completion, participants receive a Designated Person Ashore (DPA) certificate, demonstrating that they meet the IMO guidelines for fulfilling this role.

Day 1 - Fundamentals of Maritime Law and Risk Management

The first day of the Designated Person Ashore (DPA) course focuses on the foundations of maritime law, risk management, and the historical development of the International Safety Management (ISM) Code. Participants gain an understanding of the legal framework and responsibilities within the maritime industry and learn how risk management principles support safety and compliance both onboard and ashore.

Day 2 - ISM Code Structure and Implementation (Part 1)

Day two explores the structure and interpretation of the ISM Code. Following an introduction to audit principles, ISM Sections 2 and 3 (Safety and Environmental Protection Policy, Company Responsibilities and Authority) and Sections 4 and 5 (Designated Person and Master's Responsibility and Authority) are discussed. The day concludes with Sections 6 and 7, focusing on resources, training, and operational control within the safety management system.

Day 3 - ISM Code Structure and Implementation (Part 2) and Assessment

The final day covers ISM Sections 8 and 9 (Emergency Preparedness and Reports and Analysis of Non-Conformities), followed by Sections 10, 11, and 12 concerning maintenance, documentation, and certification. Participants practice using audit tools and techniques to evaluate compliance and identify improvements. The course concludes with a written examination to assess the participant’s knowledge and understanding

Yes, our STCW courses are recognised by the Dutch flag state (the Human Environment and Transport Inspectorate – ILT). Each certificate includes the relevant STCW reference, ensuring international recognition.

We offer Basic Training (BT), Advanced Fire Fighting (AFF), Medical First Aid (MFA), Medical Care (MC), Proficiency in (Fast) Rescue Boats (PSCRB/FRB), and Security Awareness/Designated Duties.

Most STCW certificates must be renewed every 5 years (depending on the module and sea time requirements). Check the course page for exact details.

Yes, a valid maritime medical certificate is mandatory for participation.

Bring valid identification, a medical certificate (mandatory), and swimwear/towel if the course includes a pool module. PPE and rescue equipment are provided by DRTC.

 

You will receive a digital and/or physical certificate in compliance with STCW standards. The format may vary by course.

For customised training you may cancel free of charge up to 14 working days before the start. If you cancel within those deadlines the full course fee will be invoiced.
