NOGEPA 2.8B Leader Fire-fighting & Rescue Team Offshore Refresher

Introduction
Offshore installations require well-trained leaders who can make quick and effective decisions under pressure. The team leader plays a key role in coordinating emergency response operations, ensuring team safety, and maintaining control during incidents. This refresher course focuses on practical leadership, communication, and evaluation through realistic emergency simulations.

Objective
Upon completion, participants will be able to:

  • Lead a fire-fighting and rescue team
  • Delegate tasks and evaluate team performance
  • Conduct fire and rescue operations in enclosed spaces, installations, and helicopter-related incidents
  • Handle fires in containers, pressure valves, and chemical or heavy load incidents
  • Organize drills and supervise maintenance of equipment and systems
  • Communicate effectively within the team and with external parties

Personnel designated as Fire-Fighting and Rescue Team Leaders on offshore oil and gas installations.

Entry requirements
For the refresher course (2.8B):

  • Valid registration in the Personal Safety Logbook for the NOGEPA 2.8A Fire-Fighting and Rescue Team Leader Offshore course
  • Participants with a valid 2.6a/b or 2.8a certificate who are medically unfit for breathing apparatus use may also attend this training

Course content
The course includes both theoretical and practical modules covering:

  • Roles and responsibilities of the team leader
  • Delegation and team performance evaluation
  • Fire and rescue operations in installations, helicopters, and open deck environments
  • Handling incidents involving hazardous materials or heavy loads
  • Knowledge of fire-resistant structures, extinguishing and detection systems, and maintenance standards
  • Organization of team drills and communication protocols

Practical training
Participants practice all relevant firefighting and rescue techniques under realistic conditions. Teams consist of at least five members, with a maximum of six participants per instructor to ensure safety and individual attention.

Certification
Upon successful completion, participants receive the officially recognized NOGEPA 2.8B Fire-Fighting and Rescue Team Leader Offshore certificate.

Validity
The certificate is valid for two years.

Combined refresher course
It is possible to combine the 2.8B Fire-Fighting and Rescue Team Leader refresher with the 2.6B Fire-Fighting and Rescue Team Member refresher. The team should consist of approximately 75% members and 25% leaders, maintaining individual learning objectives and time allocation.

Day 1 - Refresher and Practical Exercises

The one-day NOGEPA 2.8 Leader Fire Team Refresher focuses on refreshing knowledge and skills in leadership during offshore fire and rescue operations. The morning session reviews key theoretical subjects, including Command & Control, communication, task management, and safety procedures.

In the afternoon, participants engage in realistic firefighting scenarios that emphasize leadership, decision-making under pressure, and effective team coordination. The course concludes with a combined exercise integrating all elements of communication, control, and operational safety.

Practical training with portable fire extinguishers

Small Fire Extinguisher Training Area

Participants learn how to safely and effectively extinguish fires using handheld and portable fire extinguishers. Training takes place in realistic outdoor fire scenarios, allowing trainees to experience firsthand how different extinguishers work and what their limitations are.

What makes this facility unique is the hands-on approach to a variety of fire situations — from small liquid and gas fires to solid materials. Participants not only practice firefighting techniques but also learn to assess safety, distance, and the appropriate extinguishing strategy.

The Small Fire Extinguisher Training Area is used by maritime personnel, offshore teams, industrial emergency responders, and emergency response officers (BHV) who need to know how to control small fires quickly and effectively.

  • STCW – including Basic Training, Advanced Fire Fighting, Proficiency in Survival Craft (PSCRB/FRB), Medical First Aid, Medical Care and Security Awareness.

Generally, OPITO certificates are valid for 4 years (FOET before expiry). NOGEPA: basic safety training 4 years, specialised training 2 years. Please check the course page for exact validity.

Yes, a valid OGUK or NOGEPA medical certificate is usually required.

Bring valid identification, your medical certificate, swimwear, and a towel for pool sessions. PPE and rescue equipment are provided by DRTC.

Courses are available in Dutch or English. Additional support is available upon request.

Yes, certain theoretical and practical components can be conducted on-site, provided that the facilities meet the required standards.

You can cancel your booking by contacting us via email or phone. For open enrolment courses you may cancel free of charge up to 5 working days before the start. For customised training you may cancel free of charge up to 14 working days before the start. If you cancel within those deadlines the full course fee will be invoiced.
