About this course

NOGEPA - 2.7A - Coxswain Lifeboat

Introduction
Each manned offshore installation is equipped with one or more lifeboats designed for safe evacuation in the event of an emergency. Depending on the installation, this may be a conventional lifeboat, capsule, or free fall lifeboat. The Coxswain is responsible for the safe operation of these lifeboats and ensuring the safety of all passengers during evacuation.

Objective
The objective of this course is to train participants to safely and effectively prepare, launch, and navigate lifeboats during emergency evacuations. Upon completion, participants will be able to act decisively and maintain the safety of passengers throughout the evacuation process.

Target group
This course is intended for personnel designated as Coxswain of a lifeboat on an offshore oil or gas installation, covering both conventional lifeboats and capsules (2.7C) as well as free fall lifeboats (2.7F).

Entry requirements

  • Valid offshore medical certificate
  • If applicable: a valid STCW Proficiency in Survival Craft (PSCRB) certificate issued within the past two years may be accepted

Course content
The course combines theory and practice, emphasizing realistic emergency operations. Topics include:

  • Maintaining the operational readiness of the lifeboat
  • Responding to alarms and conducting evacuation drills
  • Preparing the lifeboat for launch
  • Safely boarding and positioning passengers
  • Launching and navigating to a safe zone
  • Effective use of radio and communication equipment
  • Ensuring passenger safety and comfort during the operation
  • Safely disembarking passengers at the designated location

Practical exercises
Practical sessions include:

  • Launching drills, including simulated and actual free-fall launches
  • Navigation and maneuvering exercises under varying conditions
  • Emergency response procedures and communication drills

A maximum of six participants per lifeboat ensures safety and individual attention during exercises.

Certification
Upon successful completion, participants receive the NOGEPA 2.7A Coxswain Lifeboat certificate (for 2.7C and/or 2.7F).

Validity
The certificate is valid for two years.

Day 1 - Preparation & Safety Procedures

Day one focuses on theory and preparation for lifeboat operations. Participants learn the duties and responsibilities of the coxswain, safety procedures, communication protocols, and maintenance of the lifeboat.
Attention is given to emergency signals, crew organization, and preparing the lifeboat for launch. The afternoon includes inspection and pre-launch preparation exercises.

Day 2 - Launch & Navigation

The second day focuses on practical launch and maneuver training. Participants practice safe embarkation, lowering, and operating the lifeboat under various conditions.
Exercises include launching from davits and free-fall systems, steering and communication during operations, and navigating to a safe area.

Day 3 - Emergency Operations & Assessment

The final day focuses on emergency procedures and teamwork during rescue operations. Participants train to respond to alarms, evacuate passengers, manage emergency communications, and carry out rescue actions under pressure.
The course concludes with a practical assessment where participants demonstrate their competence during a full rescue operation, including a free-fall launch if applicable.

Lingepoort

What makes the Lingepoort unique is its versatility and realism. The vessel features several classrooms, a pool with a life raft, a boarding area, a HUET installation, and an inflatable boat. Our lifeboat, Fast Rescue Boat (FRB), and other rescue craft are also stationed here, allowing multiple training sessions to be conducted from one central location. In addition, participants can practice capsize drills, train with the CA-EBS, and learn to identify and enter hazardous or confined spaces.
