ISPS Port Security Guard

Introduction
This practical course provides participants with a solid understanding of international security regulations and their application in day-to-day port operations. The program combines theory with real-world exercises focused on risk recognition, access control, communication, cooperation with port authorities, and emergency response.

Objective
The objective of the Port Security Guard course is to train security officers to effectively operate in ISPS-regulated port environments. Participants learn to identify and assess potential threats, apply access and surveillance procedures, cooperate with enforcement agencies, and respond appropriately during incidents and emergencies.

Target group
The course is designed for professional security officers working or intending to work at terminals, transshipment companies, or other facilities within seaport areas where the ISPS Code and Port Security Act apply.

Entry requirements
A basic understanding of the English language is recommended, as international terms and documentation are commonly used in port security operations.
 
Course content
The training covers both theoretical and practical topics, including:
  • Background and requirements of the ISPS Code and Port Security Act
  • Identification of risks, threats, and suspicious behavior
  • Procedures for access and identity control
  • Patrol and observation techniques
  • Communication and reporting (Dutch and English)
  • Coordination with customs, police, and other authorities
  • Emergency response, incident management, and crisis drills
Assessment and certification
Practical assessments are integrated into the lessons, while theoretical knowledge is tested at the end of the course. Successful participants receive the officially recognized Port Security Guard certificate.

Day 1 - Fundaments of Port Security

The first day focuses on the basic principles and legislation. We begin with an introduction to the ISPS Code and the organization of the port. This is followed by topics such as terminal safety, types of vessels, and the maritime security policy.

In the afternoon, we take a closer look at terrorism and security principles, and conclude with the relevant international legislation, including SOLAS.

Day 2 - Practical application of Port Security

The second day focuses on the practical implementation of port security. After a brief recap of Day 1, we cover the Port Facility Assessment and the Port Facility Security Plan.

In the afternoon, the emphasis is on the special duties of the port security guard. The course concludes with the final examination and a joint evaluation.

BHV (company emergency response) is not legally mandatory on Curaçao, Aruba and Sint Maarten as it is in the Netherlands. However, employers are required to ensure a safe working environment, including first aid, fire safety and emergency procedures. On Bonaire (Caribbean Netherlands), the Arbowet BES applies, which includes similar safety obligations. In practice, BHV or equivalent safety training is strongly recommended and often required by employers, clients or insurers.

DRTC (De Ruyter Training & Consultancy) provides practical BHV and safety training in the Caribbean, focused on realistic scenarios such as fire response, accidents and evacuation. With DRTC training, organizations on Curaçao, Bonaire, Sint Maarten and Aruba ensure well-prepared personnel and meet applicable safety expectations.

For some courses, you can choose VAT exemption. This means the training will be invoiced without 21% VAT. The exemption applies only to recognised vocational training programmes that fall under official supervision by organisations such as ILT, OPITO, GWO, or NOGEPA.

Choose VAT exemption if you are taking the course for professional purposes or as a private individual without VAT deduction rights.
Choose including VAT if you are booking on behalf of a company that can reclaim VAT from the Dutch Tax and Customs Administration.

Your invoice will then state:
“Exempt from VAT under Article 11, paragraph 1, section o of the Dutch VAT Act 1968.”

Yes, lunch and beverages are included in all full-day arrangements unless otherwise specified. On request, we can also assist with hotel bookings.

Payments can be made via iDEAL, credit card, or invoice (for companies). Payment by debit or credit card is also possible on location.

For all courses, you must be fit to participate safely. Please inform us in advance of any medical limitations. For STCW training, a valid medical certificate is required.

  1. DRTC applies cancellation terms when cancelling training courses. A distinction is made between “open courses” and “customized courses.” A quotation is always provided for customized courses.

  2. Customized courses can be cancelled free of charge up to 14 working days before the start of the course.

  3. For cancellations of customized courses made 14 working days or fewer before the start of the course, 100% of the course fee will be charged.

  4. Open courses can be cancelled free of charge up to 5 working days before the start of the course.

  5. For cancellations of open courses made 5 working days or fewer before the start of the course, 100% of the course fee will be charged.

  6. Open courses can be rescheduled free of charge up to 2 working days before the start of the course.

  7. If a participant fails to attend at the start of the course, 100% of the course fee will be charged.

In mutual agreement, additional options may be considered beyond those stated in these terms.
