Nogepa 2.3B Coxswain Fast Rescue Craft Refresher

Introduction
Fast Rescue Crafts play a vital role in offshore emergency response operations. They are deployed for recovering persons overboard, conducting search and rescue missions, and assisting in emergency procedures. The NOGEPA 2.3B refresher course combines classroom instruction with realistic, hands-on exercises that help participants maintain confidence and proficiency in operating rescue craft under challenging offshore conditions.

Objective
The aim of this course is to train participants in the inspection, launching, and operation of Fast Rescue Crafts, as well as the coordination of rescue operations. Upon completion, participants will be able to:

  • Check the readiness and maintenance status of the FRC
  • Safely launch and recover the FRC
  • Locate, recover, and transport persons overboard
  • Lead and coordinate rescue operations
  • Operate navigation and communication equipment effectively
  • Execute search patterns using compass, PLB, direction finder, and GPS

Personnel designated as crew members of a Fast Rescue Craft (FRC) on offshore oil and gas installations.

Entry requirements
Participants must hold:

  • A valid offshore medical certificate

Course content
The course consists of both theory and practical elements, covering:

  • FRC readiness checks and maintenance
  • Seamanship principles and navigation skills
  • Recovery and care of casualties from the water
  • Launching and recovery procedures for FRCs
  • Leadership and teamwork in rescue operations
  • Use of navigation and communication systems
  • Search and rescue patterns and coordination
    (Note: Capsize training is part of the basic course only)

Practical training
Participants conduct practical exercises under realistic offshore conditions to reinforce teamwork, communication, and emergency response skills.

  • Maximum of 3 participants per instructor
  • Minimum of 2 instructors per session

Certification
Upon successful completion, participants receive the officially recognized NOGEPA 2.3B Coxswain Fast Rescue Craft Refresher certificate.

Validity
The certificate is valid for two years.

Remarks

  • The basic course may be combined with NOGEPA 2.7 (C or F), extending the total duration to four days.
  • An STCW certificate for survival craft and rescue boats (other than fast rescue boats) issued within the past two years may be accepted upon registration.

Day 1 - Refresher & Operational Skills

The refresher course focuses on maintaining and enhancing the skills required to operate a fast rescue craft safely. Participants review safety procedures, communication protocols, and operational FRC checks.
Practical exercises include launching, maneuvering, navigation, and conducting rescue operations such as casualty recovery and life raft towing. The day concludes with realistic emergency scenarios in which participants demonstrate and assess their competence.

During the Fast Rescue Boat (FRB) training, participants learn how to safely locate, approach, and evacuate casualties and colleagues using a high-speed rescue craft. The training combines practical boat handling with rescue techniques under a variety of weather and sea conditions.

Lingepoort

What makes the Lingepoort unique is its versatility and realism. The vessel features several classrooms, a pool with a life raft, a boarding area, a HUET installation, and an inflatable boat. Our lifeboat, Fast Rescue Boat (FRB), and other rescue craft are also stationed here, allowing multiple training sessions to be conducted from one central location. In addition, participants can practice capsize drills, train with the CA-EBS, and learn to identify and enter hazardous or confined spaces.

The Lingepoort is used by maritime and offshore personnel, inland shipping crews, emergency responders, and trainees who want hands-on experience in a realistic shipboard environment. The facility is suitable for both individual training and full-scale team exercises.

The Duarry is our inflatable rescue boat, specifically designed for realistic evacuation and rescue exercises. Participants experience how this fast and highly maneuverable craft is used during emergencies and how to act safely under pressure.

What makes this facility unique is that the Duarry can be deployed directly from the Lingepoort and used for a wide range of scenarios. From evacuating people from a vessel to conducting search and rescue operations on the water — everything can be practiced under safe, controlled conditions.

Frequently asked questions

DRTC provides a wide range of accredited safety courses for the maritime, offshore, wind and industrial sectors.

  • STCW – including Basic Training, Advanced Fire Fighting, Proficiency in Survival Craft (PSCRB/FRB), Medical First Aid, Medical Care and Security Awareness.
  • GWO – Basic Safety Training (BST) and individual modules such as Working at Height, First Aid, Fire Awareness, Manual Handling, Sea Survival and Enhanced First Aid.
  • NOGEPA – Basic Offshore Safety, Helicopter Underwater Escape (HUET), Sea Survival, Fire-fighting and specialised refresher courses.

Generally, OPITO certificates are valid for 4 years (FOET before expiry). NOGEPA: basic safety training 4 years, specialised training 2 years. Please check the course page for exact validity.

Yes, a valid OGUK or NOGEPA medical certificate is usually required.

Bring valid identification, your medical certificate, swimwear, and a towel for pool sessions. PPE and rescue equipment are provided by DRTC.

Courses are available in Dutch or English. Additional support is available upon request.

Yes, certain theoretical and practical components can be conducted on-site, provided that the facilities meet the required standards.

You can cancel your booking by contacting us via email or phone. For open enrolment courses you may cancel free of charge up to 5 working days before the start. For customised training you may cancel free of charge up to 14 working days before the start. If you cancel within those deadlines the full course fee will be invoiced.
