Exam Netherlands Maritime Legislation and Public Authority

Introduction

The exam concerns Dutch legislation of which a foreign Master must have knowledge to obtain the Dutch certificate of competency. Foreign (not Dutch) first mates and chief engineers must be able to prove in writing their knowledge of Dutch Legislation.

Target group

Masters without the Dutch nationality who wish to sail under the Dutch Flag (Seafarers Act 3 May 2014)

Conditions for participation

Good knowledge of the English language, since the exam is taken orally in English. Mate or engineer trained in accordance with STCW 1978 (inclusive Manila Amendments 2010). The participant is deemed to have studied the syllabus well. The syllabus can be requested by DRTC Groningen by email ( drtcgroningen@drtc.nl )

Course content

The following laws and regulations are discussed in the syllabus:

-           Seafarers Act (SA)
-           Seafarers Decree (SD)
-           Code of Commerce (CoC)
-           Certificates of Registry Act (ACR)
-           Ships Act
-           Act Nationality of ships in on Bareboat Charter (ABC)
-           Act Loading and unloading of seagoing ships
-           Act Marine Equipment 2016 (AME)
-           Working Conditions Act (WCA)
-           Working Conditions Decree (WCD)
-           Civil Code
-           Criminal Code
-           International Regulations for Prevention of Collisions at Sea Colregs)
-           Act of the Prevention of Pollution by Ships (APPS)
-           Decree of the Prevention of Pollution by Ships (DPPS)

Exam duration

The (oral) exam will take approximately 60 minutes. Use of the syllabus is permitted during the exam.

Certificate

After successful completion of the exam, the participant will receive a certificate in accordance with Article 10 of the Seafarers Decree and the provisions of section A-II/1 and A-II/2 of the STCW (inclusive Manila Amendments)

Number of participants

The exam is taken individually.
