NOGEPA 2.2B Offshore First Aid Refresher

Introduction
Each manned offshore installation – including normally unmanned platforms that are temporarily staffed – must have at least two certified Offshore First Aiders. This refresher course ensures that first aiders maintain their competence, confidence, and ability to perform medical procedures in offshore conditions while communicating efficiently with onshore medical support.

Objective
Upon completion, participants will be able to:

  • Provide first aid to injured or acutely ill persons on offshore installations

  • Accompany and monitor patients during transfer from platform to shore

  • Coordinate and assist during serious incidents involving multiple casualties

  • Manage and maintain first aid equipment on board

  • Communicate effectively with the onshore medical doctor and carry out medical actions under instruction

Learning Objectives
The course covers:

  • Basic first aid principles

  • Control of bleeding and wound care

  • Immobilization of fractures

  • Shock management

  • CPR and resuscitation for cardiac arrest

  • Use of automated external defibrillator (AED)

  • Treatment of unconscious patients

  • Spinal injury management

  • Drowning and hypothermia treatment

  • Hygiene and infection control in wound treatment

  • Preparation and care during casualty transport

  • Use of first aid kits and trauma equipment

  • Communication and radio medical advice

  • Administering intramuscular injections under medical instruction

  • Medical record keeping

Practical Training Conditions

  • Maximum 12 participants per course

  • Maximum 6 participants per instructor for practical sessions

Certification
Upon successful completion, participants receive the NOGEPA 2.2B Offshore First Aid Refresher Certificate.

Validity
The certificate is valid for 2 years.

Entry Requirements
Participants must hold one of the following:

  • A valid NOGEPA 2.2A Offshore First Aid certificate registered in their Personal Safety Logbook, or

  • A valid “Oranje Kruis” certificate, or

  • A valid medical (BIG) registration or valid physician’s license.

Day 1 - Basic First Aid & Life-Saving Skills

Day one focuses on reviewing and strengthening theoretical knowledge and basic first aid skills. Participants learn to identify and respond to life-threatening situations such as unconsciousness, breathing difficulties, cardiac arrest, and severe injuries. Practical exercises include CPR, use of the AED, recovery position, and treatment of bleeding, burns, and fractures.
Attention is also given to medical hygiene, personal safety, and following offshore emergency procedures.

Day 2 - Advanced Offshore Medical Response & Scenarios

The second day focuses on advanced offshore medical response. Participants practice casualty assessment, extended first aid techniques, and communication with onshore medical professionals (TMAS).
Realistic scenario training includes medical emergencies during operations, multiple casualty incidents, and providing first aid in confined or challenging environments. The day concludes with a practical skills assessment.
